In the “good old days” (1960s for me) IBM had a monthly publication called the “Technology Disclosure Bulletin” (if my memory works) in which were published basic obvious programming techniques. The purpose was to avoid patent law issues by making sure that the methods were in the public domain and therefore unpatentable.
