My gut reaction is that this is a good idea. On the other hand, when Democrats and Republicans agree, the result can be terrible. The destruction of mental health care in the Reagan era is a classic example. The Right wanted to cut spending. The Left did not want people incarcerated in mental institutions against their will. Both noble objectives; however the powerful Law of Unintended Consequences stepped in and forced many of the mentally ill with no alternative to homelessness :-(
