Seems like there is actually no functional process that can be confidently expected to produce "good" government of a large number of people. The human brain evolved to be successful small, tightly connected social groups that cared little for the welfare of those beyond the group. This evolutionary adaptation does not scale well. The Libertarian movement attempts to get around the need to scale by devolving power to small, local units. Statistically, small groups are more likely to come to consensus around extreme policies. One of these extreme groups then decides that its policies should apply the surrounding groups, and the cycle begins again. We are doomed.
